In seventies, there was large gap between demand and supply of cement since Cement was under both distribution and price control and hence large cement Units were not inclined to expand. In 1979 government of India therefore Conceived. the ideas of setting up of Mini Cement Units as a means to cater to the needs of limited surroundings, exploitation of smaller deposits of limestone's, provides employment in rural areas and development of infrastructure facilities in the backward, hilly and tribal areas. The capacity of these Mini Cement Plants was originally limited to 200 TDH only. Soon after this policy announcement,many first generation entrepreneurs mostly technocrats had taken up this challenging task and set Mini Cement Plants in the remote, tribal and hilly area, through out the country.
This All India Mini Cement Manufacturers Association was formed I 1986 by the Promoters of Mini Cement Plants as the problems are very different from the Large plants. The head quarters of the Association is located at Hyderabad where there are large number of Mini Cement Plants.
The Government of India had recognised this Association as the Sole resentative body of Mini Cement Plants in the country as they are nominating the President of the Association as a Members of the Development Council for Cement Industry, a policy making body. The President of the Association was also nominated on the Working Group for Cement Industry for the IX plan as well as X Five year Plan.
